In 2006, the International Organization for Standardization (ISO) accepted the suggestion of the British Standards Institution (BSI) and established a technical committee for project management the following year. In 2012, it announced ISO 21500 Guidance on Project Management, which was modeled after the ANSI/PMI 99-001-2004, PMBOK Guide and the British and German standards. To help align local practice with international standards, the Bureau of Standards, Metrology & Inspection (BSMI), after consulting ISO 21500, has announced CNS 21500 "Guidance on Project Management" on September 14, 2016.
Project management is "the application of methods, tools, techniques and competences to accomplish a project and meet the demands of all stakeholders," said the BSMI. CNS 21500 provides "a common language for communication and important concepts that can be applied to different projects. It also describes the execution environment and identifies suitable management process" for successful project management.
Project management is a discipline that can be applied to many industries including construction engineering, research and development, marketing and planning, information system, media production, service work and improvement initiatives. The term project is defined as a "temporary, unique and progressive" non-routine endeavor. Applying CNS 21500 to project management enhances the success rate of projects and ensures that they can be delivered on time, within budget and in good quality.
CNS 21500 can be used as a guideline for all disciplines as it provides a standard language and consistent operation concepts and process. Regardless of the scale of the project, all professionals can refer to the standard in the initiating, planning, implementation, controlling, and closing stage. The standard can help with project management application, development of project management model, enhancement of project management capacity and improvement of overall competitiveness.
