INTRODUCTION
TO THE
JOINT
TECHNICAL ASSISTANCE TRAINING PROGRAM
I.
Background
The Joint Technical Assistance Training Program (JTATP) is designed to help civil servants of Taiwan, ROC obtain overseas training. The program was initiated in 1951 and has been implemented for more than fifty years. The International Cooperation Department (ICD) of the Ministry of Economic Affairs (MOEA), Taiwan, ROC is responsible for the operation of this program.
II.
Objective
The objective of this program is to provide overseas training opportunities for the civil servants of Taiwan, ROC to gain technical know-how essential to the acceleration of economic development and to the improvement of the health, education and welfare of the people. It also serves as a medium for stimulating mutual cooperation through a better understanding between Taiwan, ROC and the nations involved.
III.
Expenses & Finance
The government of Taiwan, ROC will cover the program expenses, including fees for international and local transportation, accommodation, tuition and/or training, insurance, and any other costs related to the training programs.
IV.
Trainees¡¦ Qualification and
Application Procedures
The ICD selects qualified participants from among candidates recommended by various governmental agencies. Participants must possess an adequate technical or management background as well as written and spoken knowledge of English (equivalent to a TOEFL score of 213 or higher) or related language. Once a participant is accepted by the ICD, he or she will prepare a Project Implementation Order/Participant (PIO/P) for arranging his or her training program.
V. Categories and Fields of Trainings
Both academic and observational training are arranged under this program. For academic training, a participant is enrolled in a university as a graduate student possibly pursuing a higher degree, or as a special student auditing certain classes. Observational training consists of observation tours to and on-the-job training in various public and private organizations for a period of less than one month
Major training fields include: economic and financial affairs, statistics, business administration, marketing, patents and copyrights, public construction, insurance policy, labor sanitation, labor and management relations, natural resources, environmental protection, waste treatment, transportation, and customs operations.
VI. Selection of Overseas
Training Organizations
Participants can choose freely the overseas organizations where they would like to receive their training courses. However, if a participant cannot identify any overseas organizations for his or her training program, the ICD will provide assistance in identifying proper organizations for the participant.
VII. Assistance Expected
From Overseas Training
Organizations
Once an overseas training organization receives the Project Implementation Order/Participant (PIO/P) from a trainee, it should immediately arrange suitable training programs or a visiting time for the trainee according to his/her PIO/P. Upon receiving the trainee programs or visiting time, the trainee will send a pre-drafted confirmation letter to the training organization. The training organization is requested to sign the confirmation letter and return it to the trainee.
