Taipower's Offshore Wind Farm Phase II Construction Starts Today, Will Generate 1,000 GWh of Electricity Annually Starting in 2025
Taipower's second offshore wind farm officially broke ground today (November 3). In addition to the completion of the Offshore Wind Farm Phase I last year to start generating electricity, and the commissioning of Taiwan's first offshore wind power grid-connected base, Changyi Switching Station, at the end of last year, Taipower continues to build Offshore Wind Farm Phase II, with an installed capacity of nearly three times that of the Phase I, establishing an important milestone in Taipower's green energy development. Taipower stated that the development of offshore wind power has demonstrated the evolution of Taiwan's green energy from land to sea. The ground breaking of the onshore electrical room today has set off the construction of the Offshore Wind Farm Phase II, which will be carried out by great local teams. The offshore construction work is expected to start in 2024. The operation of the wind farm will begin in 2025 to generate 1,000 GWh of green electricity per year, equivalent to the annual electricity consumption of nearly 240,000 households, while reducing about 500,000 tons of carbon emissions per year.

Today, Taipower held the "Ground Breaking Ceremony for the Onshore Electrical Room of the Offshore Wind Power Phase II Project" on the southwest side of Changyi Switching Station located in Lukang, Changhua. In the event, Vice President of Taipower Zao-hua Hsu, Chairman of Foxlink Group (parent company of Foxwell Energy) Tai-chiang Kuo, Chairman of Foxwell Energy (contractor of the project) Hui-sen Hu, Chairman of Changhua District Fishermen's Association Ming-shou Lin and other distinguished guests from various sectors were invited to witness the launch of Taipower's Offshore Wind Farm Phase II project.

Zao-hua Hsu, the Vice President of Taipower, said that the Offshore Wind Farm Phase II project was initiated in June 2020. Taipower collaborated with local development teams to overcome various challenges such as the COVID-19 Pandemic and extreme weather, successfully completed the preliminary survey for offshore drilling and wind farm design, and obtained the construction permit in September. It's hoped that after today's ground breaking ceremony, Taipower's Offshore Wind Farm Phase II project can be carried out smoothly to achieve the goals of stable power supply, energy transition, and local wind power industry promotion.

Tai-chiang Kuo, the Chairman of Foxlink Group, said in his speech that it's an honor to collaborate with Taipower. The ground breaking ceremony held today has set off the construction of Taiwan's first offshore wind farm that will be developed by all-local teams. It's expected that abundant green electricity can be produced after its completion.

Taipower explained that Taiwan's first wind turbine was installed by Taipower in Penghu in 1965, setting off the development of wind power generation in Taiwan. So far, Taipower has installed 168 onshore wind turbines to generate a total of 10,000 GWh of electricity. In response to the natural wind field conditions in the Taiwan Strait, Taipower promoted the "Harnessing Ocean Wind to Generate Power" project. In 2016, Taipower first built marine weather observation towers to collect data required for the installation of offshore wind turbines, and then launched the Offshore Wind Farm Phase I project located in the offshore area near Fangyuan in Changhua County. In the project, the construction of 21 wind turbines were completed in August 2021 to start generating electricity. The Offshore Wind Farm Phase II project was initiated in June 2020. Taipower has invested NT$62.888 billion in the project contracted by Foxwell Energy to carry out the design and construction as well as the 5-year O&M (operation and maintenance) work. During the project, 31 9.5-MW wind turbines will be installed to reach a total installed capacity of 294.5 MW. The onshore electrical room, which is an important relay point between the offshore wind farm and the Changyi Switching Station serving as the grid-connected base, will be constructed by Star Energy. It's expected to be completed in 2024.

Taipower pointed out that the manufacturing of the underwater foundation piles is currently ongoing, and is being carried out by local teams including Century Iron & Steel Industrial Co., Ltd. and Century Wind Power Co., Ltd. Starting from next year, the offshore substation, submarine and land cable manufacturing, wind turbine manufacturing and pre-assembly will be carried out successively. The offshore construction is expected to begin in 2024 and the wind farm is expected to be connected to the grid in September 2025.
