Director General of MOEA’s Industrial Development Bureau, Mr. Jang-Hwa Leu, Attended the APO Governing Body Meeting and Accepted Appreciation Award

The 60th Governing Body Meeting (GBM) of the Asian Productivity Organization (APO) was held in Vieng Chan, capital of Laos, from May 8 to 10, 2018. The Taiwanese delegation, led by Jang-Hwa Leu, Director General of MOEA’s Industrial Development Bureau (IDB), attended the event. During the meeting, Director General Leu accepted on behalf of Taiwan an appreciation award from APO in acknowledgement of our contribution to green productivity improvement.

APO, established in 1961, currently has 20 member countries. Taiwan is a founding member under the official name, the Republic of China. We were invited to use this opportunity to engage in a preliminary discussion with the APO Secretariat about establishing a Center of Excellence on Smart Machinery as a continuation of our commitment in creating a Center of Excellence on IT for Industry 4.0 in India. These projects represent our relentless effort in sharing the Industry 4.0 concepts and practices with other member countries as a joint endeavor to facilitate growth in the regional economy.

Director General Leu gave a presentation on Taiwan’s national policies during the meeting. An introduction to our New Southbound Policy successfully showed its stunning convergence with the APO Roadmap 2020. It is expected that APO will be an active platform through which participating members can expand collaboration and have exchange activities among the National Productivity Organizations of the member countries. A consensus-building process is of paramount importance here, as all member countries acknowledge their interdependent roles in the economic community, and work to enhance productivity and competitiveness.

The delegation also attended a panel discussion with the Council of Taiwan Chambers of Commerce in Lao, held at the Lao National Chamber of Commerce and Industry after the APO GBM. With more than 30 Taiwanese business owners in attendance, the panel discussion was a great opportunity for the delegation to gain an in-depth understanding of the industries, current opportunities and challenges for Taiwanese businesses as well as the investment environment in Laos. Director General Leu gave words of support on behalf of the government to Taiwanese business owners in Laos, explaining our work related to the New Southbound Policy, and encouraging the business owners to start investing in Taiwan. The messages struck a chord among business owners, who then expressed their hope for government assistance on issues related to the direct flight routes and financial loans.

The delegation also visited the 2016 on-grid solar energy demonstration system at the Ministry of Industry and Commerce (MOIC) as a collaboration project between the APO Green Technical Service Team and MOIC. During the visit, the delegation met with the Acting Director General of the Institute of Renewable Energy Promotion (IREP) under the Ministry of Energy and Mines, IREP Alternative Energies Division Director, and other key officials in the National Productivity Organization to strengthen the Taiwan-Laos partnership in productivity improvement.
