The dialogue between the Ministry of Economic Affairs and the industries to jointly build consensus on strengthening the carbon reduction goal by 2030
In response to the global net zero emission trend and Taiwan 2030 carbon reduction target, Minister Mei-Hua Wang of the Ministry of Economic Affairs held the '2030 Net Zero Pathway Planning Symposium for the Manufacturing Sector' on July 8th to exchange and discuss with the leaders of various industries on the 2030 carbon reduction path of the manufacturing sector, and will carry out follow-up action plan with series of dialogues between various industries such as electronics, steel and petrochemicals working together to reduce carbon net and create green growth.
The Ministry of Economy said that this symposium invited the National Federation of Industry of the Republic of China, Sun and Moonlight Group, China Steel, Taiwan Plastic Petrochemical, Youda Optoelectronic, TSMC, Taiwan Fu Silk, Taiwan Cement, Taiwan PetroChina, Zhenglong Company, Yongfengyu Group, Asian Cement, Changchun Petrochemical, Xurong Clothing, Donghe Steel, Qunchuang Optoelectronic. The chairman/general manager of leading industries such as Rongcheng Paper Industry, Far East New Century and Fengxing Group and its chairman/vice-chairman of the Industry Association attended together, and simultaneous video conference, more than 100 industry and government representatives participated in the whole process, and it is expected to achieve the 2030 carbon reduction road with the industry through this symposium. The consensus is that the government and industry work together to find ways to achieve the goal.
The Ministry of Economic Affairs pointed out that since February 2021, the Bureau of Industry has launched a net industrial zero working group in conjunction with the National Federation of Industry, the Industry Association and related operators, and held more than 40 meetings and discussions with steel, petrochemical, electronics, cement, textiles, paper and other industries, and received 25 enterprises responding to the net zero transformation, including Sinosteel, Youda, Sun and Moonlight, Taihua, Tai Ni, Taisu Petrochemical, Delta Power, TSMC, Taiwan PetroChina, Zhenglong, Yongfengyu, Yani, Donghe Steel, Xinxing Electronics, Changchun Petrochemical, South Asia, Hua Paper, Huaxin Lihua, New Photofiber, Qunchuang, Rongcheng Paper, Fumao Xingye, Far East New Century, Liandian and Fengxing Steel, etc. have proposed a net zero target for 2050, accounting for more than 51% of Taiwan's manufacturing sector.
Through this meeting, we focus on the carbon reduction goals of various industries and the path planning of manufacturing departments. The participants all feel the same way. In order to achieve the national 20% reduction in 2030 and the long-term net zero emission target, the industry still needs to expand the introduction of existing mature technologies, such as accelerating the upgrading of equipment, coal burning to natural gas and biofuels, etc., and It is intended to lay out forward-looking technologies, such as hydrogen energy iron refining, CO2 recycling, green energy, etc.
The Ministry of Economy explained that in order to assist the industry to promote net zero, the Ministry of Economy will start with technology research and development and the formulation of regulations respectively. The technical part is led by state-owned enterprises, such as the infrastructure planning of CNPC's hydrogen supply, and Sinosteel's input into tempered co-production technology. In the regulatory part, the domestic promotion of carbon capture, reuse and storage (CCUS) is tested by Taiwan Power for the carbon capture and storage (CCS) sandbox mechanism, establishes scientific evidence as the basis for social communication, and continues to discuss the CCUS clause of the climate change response law with the Environmental Protection Agency. The hydrogen energy regulations have also begun to be managed through the energy management law in the short term, and the special law on hydrogen energy management has been formulated for a long time.
The manufacturing industry accounts for a large amount in Taiwan's industrial structure. All walks of life attach great importance to the carbon reduction planning of the industry. Enterprises must have specific determination and actions to promote net zero emissions. In the process of transformation, they will definitely face many challenges and pressures, but I believe that our enterprises are absolutely able to transform these pressures into driving industries. The opportunity and help of transformation seize the net zero business opportunity to create a new momentum for green growth.
