MOEA Delegation to the U.S. Achieves Fruitful Results: Attracting TWD 3 Billion of International R&D Investment and Facilitating Collaborations between Startups Teams and International Tech Conglomerates including Qualcomm

On February 23, Ministry of Economic Affairs held the "Achievements in the United States and Startup Signing Ceremony Press Conference" in San Jose, California, in which the ministry announced that two international tech companies, Lam Research and Cadence, would expand R&D investment in Taiwan to as much as TWD 3 billion. Moreover, a total of five startups among those selected by the Department of Industrial Technology (DOIT) for oversea training at Silicon Valley would launch collaborations with leading international tech companies. At the press conference, Director-General Chiou Chyou-huey of DOIT witnessed the signing of MOU between EZClaim and American company Agile Point/Taiwanese Chamber of Commerce San Francisco Bay Area, and EleClean and Best Home Health Care, proving that the innovative capacities of Taiwanese startup teams had attracted international attention.

To deepen the ties of innovative R&D between the U.S. and Taiwan, DOIT led a delegation to the U.S. to visit Lam Research, the largest etching equipment supplier of global semiconductor manufacturing, and Cadence, the company ranking second in global market share of EDA software, exchanging views on topics including promotion of U.S.-Taiwan cooperation in semiconductor manufacturing and research and expansion of R&D investment in Taiwan. Lam Research had long established a supply chain of semiconductor equipment parts in Taiwan. To continually deepen the bilateral cooperative relationship, Lam Research would set up an R&D center and increase R&D investment in Taiwan to enhance services for clients' advanced processes and expand the scale of equipment supply chain in Taiwan, accelerating the realization of 2-nm mass production. Cadence had operated in Taiwan for nearly 40 years, playing an important role in the advancement of Taiwan's semiconductor technology. With continued growth of the semiconductor industry, Cadence would cooperate with ITRI this year (2023) to establish a joint lab and invest in the R&D of chiplet design tools, benefiting Taiwanese businesses by connecting them with American research projects and international organizations. According to DOIT Director-General Chiou Chyou-huey, Taiwan's semiconductor industry plays a vital role in the global supply chain, and by further deepening cooperative ties in R&D with the two key foreign tech companies, they not only can share their resources of cooperation with American academia and research institutions, but also bridge Taiwanese industries and research institutions with American research projects or development of emerging systems.

To facilitate international networking, DOIT selected 13 startup teams to go on a three-month intensive training at Stanford and the Berkely SkyDeck accelerator at the end of last year. During the training, the startup teams not only participated in the world's largest consumer electronics show CES, but also proactively visited tech companies in exploration of business opportunities, and five startups had good news. At the press conference on February 23, Founder Yang Cheng-yi of EZClaim signed an MOU with CEO Jesse Shiah of Agile Point and President Randy Chang of TCC-SFBA, and the innovative insurance claim calculation system he developed would help Taiwan nationals to quickly connect with Taiwan's insurance mechanism when seeing a doctor in the U.S. and utilize AI algorithm to estimate the range of claim, further evaluating own insurance claim needs and selecting the most suitable treatments to avoid the risk of unaffordable overseas medical bills; EleClean founder Chen Chien-hung signed a cooperative sales agreement with Best Home Health Care Inc., and planned to expand EleClean's international sales points targeting the business opportunity of disinfection home appliances in the post-pandemic age.

Moreover, CoolSo, which researches sensor technology of signals of muscle activities, would cooperate with global chip leader Qualcomm and engage in independent software vendor (ISV) partner trial; Free Bionics engaged in R&D of robotic exoskeletons would sign an MOU with Reneu Health, a rehab clinic chain in San Diego, U.S.; WeThink AI, which studies AI application solutions for net-zero emissions, would begin POC (proof of concept) cooperation with Eni, the seventh largest petroleum company in the world.

According to MOEA, to continually lead startup teams to challenge the international stage, the ministry will select outstanding startup teams to participate in the "SelectUSA Investment Summit" this May and continue to send teams to overseas training in the Silicon Valley. Through professional, customized, and international startup guidance and business matching, the ministry aims to accelerate the bridging of startups and the international market and fight for investment opportunities of emerging technologies, helping R&D startup teams to connect with the world and explore new businesses.
