Taiwan's micro, small, and medium-sized enterprises (MSMEs) have long been vital pillars of the nation's economy and play a crucial role in stabilizing employment. In an era driven by the digital economy, smart manufacturing, and green sustainability, the government continues to support MSMEs in their upgrading and transformation, ensuring they remain a solid foundation for Taiwan's economic development.
I. Policy Objectives
In line with the vision of building an innovative economy and a smart nation, the Ministry of Economic Affairs (MOEA) has integrated cross-ministerial resources to promote the "MSME Diversified Revitalization and Development Plan". By implementing a comprehensive guidance mechanism consisting of "three major strategies, three complementary measures, and a one-stop service window," the government assists MSMEs with digital transformation, net-zero transition, and channel development to achieve the policy goals of innovative and inclusive growth.
II.Promotion Strategies
(1)Implementing digital transformation to drive smart upgrades
To develop smart manufacturing and promote smart services, the government assists businesses across all sectors in adopting AI tools and cloud services, offering customized assistance through expert advisory groups. Furthermore, the plan aims to cultivate interdisciplinary digital and AI talent, encouraging a "large enterprises leading small ones" (big-leading-small) model to drive supply chain upgrades, ultimately enhancing corporate productivity and digital operational resilience.
(2)Promoting net-zero transition to build green competitiveness
Through carbon check-up services, the government helps MSMEs understand carbon footprint verification, emission reduction methods, and responses to international carbon border adjustment mechanisms. The plan matches businesses with Energy Service Companies (ESCOs) for in-depth energy-saving diagnoses, expands guidance on supply chain carbon reduction, and supports the replacement of legacy equipment with energy-efficient alternatives. Additionally, a green energy consultation platform will be established to facilitate green energy procurement, driving the industry's "twin-transition" toward sustainable development.
(3)Expanding diverse channels to revitalize local and international markets
Domestically, the government is optimizing business environments by driving the digital and distinctive development of commercial districts and traditional markets. It also integrates local placemaking to strengthen unique urban and rural brands. Internationally, the government promotes national joint brands such as TAIWAN SELECT and TAIWAN EXCELLENCE, assisting companies in expanding overseas, participating in international exhibitions, and guiding competitive brands into the global market.
(4)Perfecting complementary measures with inclusive loans and tax benefits
For MSMEs focused on digital and net-zero transitions, the government provides exclusive capacity-building assistance and inclusive loans to ease financial pressures. In accordance with amendments to the Statute for the Development of Small and Medium Enterprises, tax benefits are offered to companies that increase hiring, raise wages, or invest in R&D and smart equipment. Furthermore, for SMEs impacted by international tariffs or exchange rate fluctuations, the government provides additional support, including credit guarantee inducements and enhanced financing ratios, to strengthen operational resilience.
(5)Establishing a one-stop service window to integrate the ecosystem
Designating the MOEA's One-Stop Service Center as the one-stop service window, a dedicated platform will provide resource inquiries, real-time consultations, and proactive care services. This ensures MSMEs can access government guidance and financial resources in the most direct manner possible.
