Major Transformation and Fully Upgraded Services at 40-Year-Old Taipower Keelung Branch
March 7, 2024 - The branch has undergone a major transformation! Since 2021, Taipower has been partnering with the Taiwan Design Research Institute (TDRI) to conduct service design research at its business locations. The Keelung Branch was used as a demonstration site for space transformation. Over the past two and a half years, the 40-year-old building has undergone a complete interior and exterior upgrade, transforming into a warm, white, wooden space with a completely renovated layout of its nearly 100-ping lobby. Everything is easily identifiable, from the number-calling lights and form-filling area to the service indicator signs. Improvements were also extended to the bus stop outside the branch. The renovated facilities officially opened today. Taipower anticipates that the space transformation will enhance the service experience and create a friendly neighborhood presence at the branch while revitalizing the urban landscape.
On March 7, 2024, Taipower held the Taipower Service Innovation and Keelung Branch Demonstration Presentation at the Keelung Branch, which is located near the Keelung Miaokou Night Market and Taiwan's first artificial canal, the Tianliao River. In the evening, the streamlined curved lights on the exterior walls, which combine imagery of the power grid and the canal, were illuminated, marking the building's official inauguration. Various distinguished guests were present at the event to witness the new look, including Taipower President Yao-Ting Wang; Deputy Director-General of the Department of State-owned Enterprise Affairs, Ministry of Economic Affairs Chi-Hsiao Liu; Keelung City Government Secretary-General Ting-An Fang; Keelung City Council Speaker Tzu-Wei Tung; and TDRI President Chi-Yi Chang.
Taipower stated that, in addition to ensuring a stable power supply, it will continue to improve communication with users and services. In recent years, the Company has been committed to integrating design into service processes and diversified social interaction. For example, in 2020, Taipower launched redesigned minimalistic transformer boxes-grey boxes with white text-that seamlessly blend into street environments. The Company has been quietly working behind the scenes, renovating hundreds of thousands of these boxes to date. Now, Taipower is taking further steps, starting with the "most familiar neighbor-the branch office lobby". After accessing nearly 300 service locations across Taiwan, the Keelung Branch was selected as the transformation demonstration site.
This renovation was a collaboration between Taipower and TDRI, which integrated TDRI's experience in promoting the Taiwan Design Expo and enhancing the aesthetics of health centers in Xizhi and Yingge, New Taipei City. Additionally, TDRI utilized its expertise in information systemization and spatial transformation to perform "design magic" on the Keelung Branch. Research and investigation for this project began in 2021, and after two and a half years of spatial planning and actual transformation, the project was completed at the end of 2023.
The main services offered at the branch are "electricity service requests" and "electricity bill payment".  Although Taipower already provides multiple convenient channels for requests and payment, many users still prefer in-person communication and interaction as it allows them to simultaneously resolve multiple issues; therefore, this was one of the key factors driving Taipower's investment in on-site service transformation. After assessing all of its branches throughout Taiwan, the Company discovered that the Keelung Branch, while of moderate size, has an extensive scope of service. In addition to serving all seven districts of Keelung City, it also covers ten other districts, including Sanzhi, Shimen, Jinshan, and Wanli in New Taipei City. The volume of electricity service requests from ports and industrial areas in Keelung is also one of the highest in the country. Furthermore, the business building of the Keelung Branch was constructed in 1985, making it nearly 40 years old. After two decades without any renovations, it was chosen as the demonstration site and starting point for transformation after a comprehensive evaluation.
In the past, when people entered the branch, they were greeted by a variety of service indicators and promotional posters of different formats. The current transformation conveys intuitive and simplified information through subtractive design, creating a comfortable atmosphere through warm whites, deep grays, and wooden styling. Now, upon entering the Keelung Branch, visitors immediately encounter the clear and easy-to-understand Entrance Guide Area. On the left, the Main Service Area features spacious counters that let users make electricity service requests and payments more easily. The Multi-Function Service Area allows people to wait and rest, thus significantly enhancing the overall service experience.
Furthermore, the revamped Keelung Branch has planned the Keelung Powerrr Exhibition, which showcases electricity-related knowledge and daily electricity matters such as "Where Does Electricity Come From", "Smart Grid", and "The Joy of 1 kWh" in the Multi-Function Service Area. In the future, there will be opportunities to integrate lectures and workshops, and explore diverse possibilities at service locations to encourage more people to visit Taipower. Finally, in addition to optimizing the interior lobby space, Taipower also adopted the bus stop outside the Keelung Branch. A rain shelter was designed to combat Keelung's rainy weather, and an electronic bus information system was integrated. This project demonstrates Taipower's commitment to being a supportive neighbor to Keelung's local community.
Taipower anticipates that this space transformation will improve the service experience while promoting the renewal of urban space landscapes. In the future, this model is expected to be replicated and utilized at other service locations.
