Five developers submitted administrative contract documents for Round 1 of Zonal Development Starting a new chapter in offshore wind power
All sectors are concerned about the process of administrative contract signing for Round 1 of Offshore Wind Power Zonal Development. By the deadline for submission of documents on 30 August, 2023, five developers submitted application for contract signing to the Ministry of Economic Affairs (MOEA). According to the MOEA, upon receiving the aforementioned applications, the Ministry will review all relevant documents, and complete the administrative contract signing process as early as possible, starting a new chapter for Offshore Wind Power Zonal Development in the 2026-2027.

To achieve the target of 2050 net-zero emissions, offshore wind power has become a crucial path of global net-zero emissions promotion, and is more developed and commercialized. Grid connection for Round 1 developers is scheduled in 2026 and 2027. The MOEA shall actively assist the developers in completing construction and grid connection on schedule. Meanwhile, the MOEA will adhere to the established energy policy to promote offshore wind power, establish a friendly environment for development, and proactively help the selected developers to meet both quality and time requirements of offshore wind power construction. Regarding concerns about the developer selection of Round 2 of the Zonal Development, the MOEA is continually gathering opinions from stakeholders to facilitate the development of offshore wind power and effectively utilize land resources in Taiwan.

The MOEA expresses gratitude to all the developers for the determination they have shown for the localization of offshore wind power, as well as the development of local industries and communities, and hopes that this will facilitate the domestic offshore wind power industry chain's participation in offshore wind farm projects, and maintain local industry's competitiveness while adhering to the principle of fairness. Moreover, to achieve Taiwan's energy transition vision which encompasses the sustainability of energy, industries, and environment, the MOEA will continuously improve the selection mechanism and subsequent planning.
