On May 30, 2024, the Ministry of Economic Affairs (MOEA) announced that it expanded the scope of restrictions on exports to Russia and Belarus by adding nitrocellulose (HS Code 391220) to its list of controlled items. This is followed by the previous action to prohibit machine tools exports to Russia and Belarus. This new control policy will officially take effect on June 14, 2024.
Nitrocellulose is being known as an essential component in smokeless gunpowder and ammunition propellant, and has already been regulated by the US and the EU. As such, the control is necessary to prevent a regulatory loophole.
The MOEA has raised the fine for first violation up to one million TWD. Additionally, the MOEA calls on businesses to comply with both domestic and international export control regulations, fulfill their due diligence, and avoid violations so as to protect their business reputations as well as their own rights and interests.
